Beyond its reputation as a financial hub, Luxembourg is emerging as Europe’s launchpad for high-growth tech scaleups

    Luxinnovation

Luxembourg is a country known for the highest concentration of investment funds in Europe after the US — a stable political environment and an open economy where businesses are European by design.

What surprises most investors about Luxembourg is that over the past decade, its startup and scaleup ecosystem has grown tremendously. A dense ecosystem of capital, talent and institutional support makes it the European startup launchpad.

The five companies featured in this article showcase high potential scaleups that are expanding internationally as part of Fit 4 Scale, Luxembourg’s mentor-led programme for post-product-market-fit companies.

Financial Navigator: the infrastructure layer powering the future of financial operations

Financial Navigator has roughly doubled its revenue each year without significant capital expenditure and is preparing an equity round for 2027.

The company has built something rare: a single system of record connecting over 13k banks, ERPs and accounting platforms, running in production every day for mid-sized companies.

As AI reshapes the front end of finance, demand for reliable, clean and connected financial infrastructure is accelerating.

“The bottom layer is the system of record — bank connectivity, compliance and clean, synchronised data from banks, enterprise ret becomes more valuable in the AI era,” says Dr Jürgen Wolff, CEO and cofounder of the company. “That is the real moat. While others build treasury tools, we build the infrastructure behind financial operations.”

As AI drives demand for financial infrastructure rather than front-end tooling, Financial Navigator is positioned to gain value consistently.

Partao: 66 million records powering a new standard for agricultural commerce

The agricultural market is large, fragmented and ready for a new data standard. Partao is building it and the proprietary dataset it’s assembled is becoming the foundation on which European agricultural commerce will run.

Its platform brings fragmented data together in a form that makes products easier to identify, match and sell across brands and markets.

“We rebuilt our core fitment dataset into architecture that harmonises parts data across brands feeding an agentic marketplace — something that does not exist elsewhere in the industry,” says Virginia Strong, CEO of Partao.

The result is a proprietary data asset containing 66m records across 70k vehicle types. Sharper customer focus has produced measurable commercial momentum — by directing its offer toward commercial farmers operating over 20 hectares with three to 18 machines, average order value rose from €120 to more than €200, and customers became 4.5 times more likely to return.

Kidola: 2,000 childcare sites and daycare networks

Childcare is one of the most operationally complex sectors in Europe. No two centres run the same way. Regulation differs by country, by region, by provider type. Kidola has built software that accounts for that complexity with precision.

The company manages operations for nearly 2,000 childcare centres across Luxembourg, France and Belgium, covering scheduling, billing, parent communication and compliance for more than 60k children. It has raised €1.3m from investors including Expon Capital.

“When you have 2,000 sites and no two of them are run the same way, you cannot scale on instinct,” says Quentin de Madre, the company’s cofounder. “At some point you have to decide what the company is going to be good at and hire for that.”

The shift from individual nurseries to enterprise networks is producing results. Kidola secured an agreement with additional network of more than 400 daycares, its largest account to date, and is now rolling it out across the network.

The company has restructured its hiring accordingly, bringing in people across operations, enterprise sales and customer support.

“The first enterprise deal teaches you what the next ten will require. We are now building the company for those ten,” de Madre adds.

ClimateCamp: Scope 3 emissions data for nearly 50,000 corporate profiles

The Corporate Sustainability Reporting Directive is creating a clear and urgent mandate for large European companies to collect verified Scope 3 emissions data from their suppliers.  Scope 3 emissions are indirect greenhouse gas emissions across a company’s value chain.

Climate Camp’s platform helps companies collect, calculate and report emissions data while meeting increasingly complex regulatory requirements.

Its network hosts nearly 50k corporate profiles, with over 1,300 active businesses continuously sharing verified carbon data across supply chains.

“Companies are ready to act on climate. What they need is a way to bring the data together, align it with evolving definitions and make it work for reporting. That is exactly what we built,” says Vitalie Schiopu, cofounder of ClimateCamp.

The company focuses on large corporates with over 1,000 employees and several billion euros in turnover. By directly reaching out to senior decision-makers the company set foot internationally and secured its first major corporate accounts in Belgium and Spain.

Median deal size has since tripled. Fourteen priority enterprise deals are now live and the team is approaching the €1m ARR benchmark.

“An enterprise buyer is not purchasing a carbon report. They are purchasing a way to extract value from supplier data — and in construction, our customers are using it to win public tenders,” Schiopu adds. “Decarbonisation becomes a revenue argument. Once we understood that, the deal sizes moved.”

AIRMO: commercial revenue today, methane satellite data from 2027

AIRMO is building a proprietary satellite system equipped with a miniaturised LiDAR and a short-wave infrared spectrometer, designed to deliver high-precision methane emission detection and quantification from orbit. First launch is targeted in 2027.

“We are a deeptech company with a product that only comes fully live after satellite launch, but we managed to align our path so that we could enter the market sooner,” says Daria Stepanova, CEO and cofounder of the company.

The commercial record built since then is striking. AIRMO now serves energy majors including TotalEnergies and Uniper. In March 2026, it secured €5m in seed funding led by Ananda Impact Ventures.

It closed a six-figure contract with its first financial-sector client, signed agreements in five new countries and doubled its headcount from 15 to 30 specialists across laser technology, optics, energy markets and regulation.

With revenue-generating services live, clients across sectors and geographies and €5m in seed already secured, AIRMO enters that raise with a commercial record that few deep-tech businesses at this stage can match.

Five companies worth engaging with now

For investors looking at Europe’s next wave of scalable businesses, the question is rarely where to find them — it’s how to recognise them early enough.

These five companies have validated their models, built real revenue and are now making the structural decisions on go-to-market, hiring and capital.

Financial Navigator, Partao, Kidola, ClimateCamp and AIRMO are participants in Fit 4 Scale, Luxembourg’s mentor-led programme for post-product-market-fit companies on their path to international growth. The programme is run by Luxinnovation and the Ministry of the Economy. Find out more here.
