The European Commission has accused TikTok of failing to control harmful content recommendations under the European Union’s Digital Services Act. The preliminary charges, announced on November 6, 2026, target TikTok’s recommendation algorithm. Regulators say its design can trap users in endless streams of similar videos, raising concerns about mental health and online safety.

The investigation focuses on TikTok’s For You feed, which recommends videos based on user activity. The European Commission says repeated exposure to content about sadness, isolation and body image could harm users. TikTok’s parent company, ByteDance, now faces pressure to change its recommendation system or risk financial penalties.

European Commission Executive Vice-President Henna Virkkunen said the recommendations create harmful viewing patterns. She explained, “Every time a user scrolls or likes a video on TikTok, the algorithm serves more of the same.”

The Commission wants TikTok to redesign

The Commission wants TikTok to redesign its For You feed to reduce these risks. It also wants the platform to give more importance to users’ stated content preferences. Other proposed changes include removing viewing time as a recommendation signal and improving content controls.

Regulators also questioned whether TikTok’s existing safety tools work effectively. Features such as the “Not Interested” option have failed to prevent repeated recommendations. The Commission wants regular algorithm testing to identify and reduce harmful content patterns.

TikTok rejected the allegations and criticized the Commission’s assessment of its platform. The company called the findings “fundamentally inaccurate” and said they misrepresent its safety efforts. TikTok also highlighted its existing tools, which allow users to manage their content preferences.

The latest action falls under the European Union’s

The latest action falls under the European Union’s Digital Services Act
(DSA). This law requires major online platforms to assess risks and protect users from harmful content. If regulators confirm the violations, ByteDance could face fines reaching 6% of global annual turnover.

The case also follows earlier EU action against TikTok in February 2026. Regulators previously raised concerns about addictive features, child protection and access to public data. The Commission is separately investigating similar recommendation problems on Meta’s Facebook and Instagram.

However, the latest findings do not represent a final decision against TikTok. The company can review the evidence and respond before regulators decide the outcome. The investigation could influence how social media platforms recommend content across Europe.
