AI mortgage fraud is already being detected at UK lenders — but regulation has yet to meet the pace of adoption

Brightstar chief warns UK mortgage sector over AI fraud risk

The UK mortgage sector’s rush to embrace artificial intelligence is creating new vectors for financial crime. The industry is not yet equipped to handle them.

Rob Jupp, chief executive of Brightstar Group, delivered that message at the Brightstar Specialist Lending Expo 2026 on 7 October at the London Stadium. He told delegates that a major lender had already intercepted a case of AI mortgage fraud in progress. Similar incidents, he said, were being discussed across the market.

“The first piece of formal AI fraud in the UK in the mortgage market has probably already been done,” Jupp said. “Certainly the first multiple detections of an AI agent getting really close has just been frequently spoken about.”

Brightstar Group, which recorded a 17.5% increase in turnover to £11.6 million in 2025, has itself invested heavily in AI. Jupp revealed that just under 5% of the group’s leads now come through AI-generated channels. Six months ago, that figure was virtually nothing. He described the technology as a fantastic lead generator, provided the data underpinning it is clean and reliable.

What is driving AI mortgage fraud risk in the UK market?

Jupp’s broader point was directed at an industry he believes has allowed enthusiasm for AI’s commercial upside to crowd out harder questions. The technology, he argued, makes new things possible – in the wrong hands.

“If we think that there is all just upside with AI, we’re mistaken,” he said. “Be careful and understand that it can take you to a place within your business, with your clients, that could be quite an unpleasant place.”

The comments land at a moment of significant regulatory scrutiny. The Financial Conduct Authority (FCA) launched its Mills Review on 27 January 2026, examining how AI could reshape retail financial services by 2030.

A Treasury Select Committee report published on 20 January 2026 went further. It urged the FCA and the Bank of England to develop AI-specific stress tests and deliver consumer protection guidance by the end of 2026.

More than three-quarters of UK financial services firms are already deploying AI across their operations. That pace of adoption has outrun the regulatory infrastructure meant to govern it.

    Advisers cannot out

Jupp’s sharpest line was directed not at lenders but at regulated mortgage advisers. AI agents can execute tasks, he said, but they cannot carry regulatory responsibility. That remains with the human professional.

“AI seems all ‘upside at the moment’ but advisers shouldn’t forget whose advice and ultimately, whose future is on the line – and it isn’t an AI agent, but the regulated mortgage adviser,” he said.

Questions around AI in mortgage advice and the risks it carries have intensified as more firms integrate generative and agentic systems into client-facing workflows. The FCA has stated there is a “strong consensus” that AI should improve the mortgage advice process, but not replace advisers.

Legal and General Mortgage Club has noted that mortgage fraud costs the UK an estimated £1.3 billion annually. Some 84 in every 10,000 applications are suspected to be fraudulent. AI mortgage fraud is reshaping that threat, making synthetic identities and document forgery faster to produce and harder to detect.

Under the FCA’s roadmap for AI in mortgage advice, the regulator expects firms to manage AI mortgage fraud risk within existing accountability structures.
