Fujitsu will now resell threat intelligence from KELA K.K., a Japanese entity of Israeli firm KELA Inc., bringing dark web monitoring and attack surface management tools to the Japanese market. The collaboration, documented September 25, 2026, aims to shift Japanese enterprises and infrastructure operators toward “Active Cyber Defense (ACD)”, proactively identifying attacker activity before breaches occur.

KELA intends to combine its externally-focused cyber risk visibility with Fujitsu’s cybersecurity expertise, addressing threats extending beyond traditional network perimeters. Fujitsu says that threat intelligence only creates value when it is effectively used, and Attack Surface Management becomes truly meaningful once assets and risks have been made visible.

Fujitsu Resells KELA’s Dark Web & Cybercrime Intelligence

KELA K.K.’s deployment of KELA Group (Israel) solutions marks a focused expansion into the Japanese market, using a specific international structure for cybersecurity expertise. This collaboration with Fujitsu Limited centers on both a Managed Security Service Provider (MSSP) model and a reseller agreement, broadening the reach of KELA’s technologies within Japan’s enterprise and government sectors. These technologies encompass Cyber Threat Intelligence (CTI) gathered from dark web sources, Attack Surface Management (ASM), Continuous Threat Exposure Management (CTEM), and Third-Party Risk Management (TPRM), all intended to bolster Fujitsu’s existing cybersecurity offerings.

The partnership aims to facilitate a strategic shift toward what KELA terms Active Cyber Defense (ACD), moving beyond reactive security measures to proactively identify and address potential threats before they materialize into attacks. This approach acknowledges the increasing speed and sophistication of cyberattacks, compounded by the expanding digital landscape created by generative AI, cloud services, and complex supply chains.

KELA’s intelligence gathering focuses on attacker activity, the information stolen, credentials traded, and vulnerabilities assessed, recognizing that attackers often conduct reconnaissance before launching intrusions. This pre-attack visibility is central to KELA’s core offering, providing organizations with insights into potential risks originating from the attacker’s perspective. KELA’s CTI Platform, for example, provides threat intelligence analyzed from cybercrime ecosystems, including dark web forums and underground communities. It captures attacker activity, leaked information, and potential targets, offering early warning of indicators that could precede attacks.

Complementing this, the ULTRARED CTEM Platform continuously identifies an organization’s internet-exposed digital assets, revealing vulnerabilities and potential points of exploitation. The SLING TPRM Platform extends this visibility to encompass risks arising from third-party relationships, including suppliers, contractors, and affiliates, recognizing that vulnerabilities within the supply chain can create significant entry points for attackers.

Fujitsu, with its established presence supporting Japanese enterprises, government organizations, and critical infrastructure, brings cybersecurity specialists and advanced service delivery capabilities to this collaboration. Fujitsu’s expertise in Red Team activities, simulating real-world attacks to test defenses, will be combined with KELA’s threat intelligence to provide proactive services. This integration aims to move beyond simply identifying threats to connecting those findings with actionable mitigation strategies and improvements.

The company’s broader technological portfolio, including both superconducting and neutral-atom quantum computers, alongside its recent integration of Anthropic’s Claude AI platform, allows Fujitsu to utilize advanced technologies in bolstering its cybersecurity services, the company says. A 2026 partnership with Monash University and CSIRO further underscores this commitment, focusing on quantum technology applications in areas like cybersecurity, healthcare, and climate science. KELA will continue to focus on developing and expanding ACD in Japan, contributing to stronger business resilience and sustainable growth for enterprises, government organizations, and critical infrastructure operators.

Rusty likes the more esoteric side of Quantum Computing and the Quantum world. Everything from Quantum Entanglement to Quantum Physics.

Rusty thinks that we are in the 1950s quantum equivalent of the classical computing world. While other quantum journalists focus on IBM’s latest chip or which startup just raised $50 million, Rusty’s over here writing 3,000-word deep dives on whether quantum entanglement might explain why you sometimes think about someone right before they text you. (Spoiler: it doesn’t, but the exploration is fascinating)
